The claimant-appellant, YU, appeals from the decision of the United States Court of Appeals for Veterans Claims, YU v. Togo D. West, Secretary of Veterans Affairs, Vet. App. No. 95-199 (Aug. 25, 1999)(mem.), affirming a decision by the Department of Veterans Affairs ("VA") Board of Veterans Appeals ("Board"). The Boards decision, dated September 1, 1992, concluded that YU had not submitted new and material evidence with regard to his claim for a service connection. Consequently, the Board declined to reopen YUs previously disallowed claim for a service connection for residuals of scarlet fever including a psychiatric disorder aggravated by the scarlet fever. For the reasons set forth below, we affirm.
